I've been staring monotonously at the Vindictus official website all day.
And, I have now verified that no one knows when Open Beta will come out.
It turns out that everyone thought that Nexon said it, and then other people thought Nexon said it, as it came to me. Though, I do wish I could've screenshotted it (I believe it was on FaceBook where they stated that) to show you and Nexon.
In conclusion, keep updated.
